The UN nuclear agency’s report to the Security Council will contain no surprises, its chief said today as he travelled to New York to deliver an assessment that could justify or erode the United States’ case for swift military action.

Mohamed ElBaradei, director general of the International Atomic Energy Agency, told reporters at Vienna airport that he would give the council “as comprehensive a picture as possible” when he and chief UN inspector Hans Blix brief members tomorrow.
