Australia has shelved plans to open an embassy in North Korea amid rising international tension over the state's moves to reactivate its nuclear programme, the government said today.

Foreign affairs minister Alexander Downer said the government had warned North Korea that establishing full diplomatic links could not proceed while the regime refused to comply with nuclear non-proliferation obligations.
