Saddam in breach of UN resolution - Powell

Iraq is in “material breach” of a UN disarmament resolution, US Secretary of State Colin Powell declared today in a finding that could set the United States on a course toward possible war with Iraq’s President Saddam Hussein early next year.

Baghdad’s arms declaration “totally fails” to meet a UN Security Council resolution calling for an accurate, full and complete inventory of weapons, Powell told a news conference at the State Department in Washington DC.
