Surprise deal may affect EU enlargement

A surprise deal between Germany and France over the future of farm subsidies may set the stage for agreement on enlargement among EU leaders today.

Both countries have agreed that direct payments to farmers in the accession states should be phased in from 2004 with no change to CAP until 2006.
