The United States was today facing stiff opposition from Russia and France in winning approval for its tough new Iraq resolution, with the US State Department predicting negotiations would be “complicated” and ”messy”.

The United States and Britain have been at odds with France, Russia and China over how tough a new resolution should be – and last night’s initial reactions to the new US draft showed no sign that the two camps were moving closer.
