The United States has backed down from its demand that a new UN resolution must authorise military force if Iraq fails to cooperate with UN weapons inspectors, Western diplomats said tonight.

Instead, the US is now floating a compromise that would give inspectors a chance to test Baghdad’s will to cooperate on the ground.
