Powell rejects inspectors return without resolution

The US Secretary of State has rejected the return of UN weapons inspectors to Iraq until the Security Council adopts tough new rules.

Colin Powell spoke only hours after the inspectors worked out arrangements with Baghdad that could keep some suspicious sites off-limits.
