Members of the Scottish Parliament have rejected plans to outlaw the smacking of toddlers.

The Scottish Parliament's Justice 2 Committee also threw out proposals for crime victims in Scotland to give "victim impact statements", and for some 16 and 17-year-olds to be dealt with by children's hearings rather than courts.
