At the Earth Summit in Johannesburg, there is still no agreement on crucial issues and there are fears the summit has failed before it has even begun.

It was hoped that a number of deals would be reached before world leaders start to arrive in force tomorrow. The Taoiseach, Bertie Ahern, is due to arrive in Johannesburg on Tuesday.

British Prime Minister, Tony Blair, who is already in Africa, says he is confident that agreements can be made on education, clean water and sanitation for the world's poor.
