Two men shot dead at Belgian scouting party

Police arrested a 19-year-old man today after he shot and killed two men at an outdoor Belgian scouts party attended by about 4,000 people.

Frank Vennekens, an investigating magistrate, said an argument apparently broke out in a large tent in the early hours and two shots were fired in the air.
