Suspicion as US calls up 'spy civilians'

US civil liberties groups today warned an appeal for millions of citizen informants could lead to ‘‘government-sanctioned peeping Toms’’.

The Terrorism Information and Prevention System plans to use 11 million civilians whose jobs allow them into private homes to report ‘‘suspicious activity’’.
