US should use preemptive strike, suggests Bush

President Bush has signalled to future military leaders that the US must use preemptive action against other armed countries.

Telling a graduate class from the US military academy about the war on terrorism, Mr. Bush said that the US should not wait for threats to materialise. Bush did not single out Iraq in his speech.
