Local government workers returned to their offices on the first 11 floors of a Milan skyscraper today just four days after a light plane crashed into the city’s tallest building, killing the pilot and two lawyers working inside.

Officials have still not determined a cause for the crash, but were focusing on three possible theories: that the pilot committed suicide, fell ill, or that the plane suffered a technical malfunction.
