EU debates German plan for Mideast peace

As US Secretary of State Colin Powell pressed ahead with his search for a Middle East ceasefire today, EU foreign ministers debated a German peace plan.

German Foreign Minister Joschka Fischer has drafted a two-year schedule for a lasting ceasefire, the withdrawal of Israeli troops, the dismantlement of Jewish settlements, the creation of a Palestinian state and an internationally monitored buffer zone.
