Israel says letter proves Arafat backs terrorists

Israel has accused Palestinian leader Yasser Arafat of authorising payment to a militant suspected of being involved in terror killings.

Officials have been pouring over more than 100,000 documents seized from Palestinian offices in east Jerusalem.
