Giuliani prepares to hand over power

New York mayor Rudolph Giuliani was today preparing to finally hand over power to billionaire successor Mike Bloomberg.

Mr Bloomberg will be sworn in just minutes into the New Year at Times Square, watched by hundreds of thousands of New Yorkers.
