Local consent 'will delay Afghan peacekeeping force'

The planned international peacekeeping force for Afghanistan is unlikely to be operational until mid-January, defence sources said today.

Britain today formally offered to lead the United Nations-backed International Security Assistance force (ISAF) for Afghanistan.
