Finnish Prime Minister Paavo Lipponen today deplored the exclusion of smaller EU nations from a summit called by British Prime Minister Tony Blair and said they will protest at such separate meetings.

Of 15 EU members, Mr Blair invited seven governments to a hastily arranged mini-summit in London on Sunday to discuss the fight against terrorism and the Middle East.
