Arafat and Peres meet but negotiations unlikely

Palestinian leader Yasser Arafat and Israeli Foreign Minister Shimon Peres met today at a Majorcan conference meant to discuss economic development in a region still groping for a way to end daily violence.

With Peres lacking a mandate from his government to negotiate, the conference was not expected to produce dramatic results.
