Plans for a ‘‘mini-summit’’ between Britain, France and Germany to discuss their military role in the campaign against terrorism threatened a rift with the rest of the European Union today.

British Prime Minister Tony Blair, French President Jacques Chirac and German Chancellor Gerhard Schroeder will meet in Ghent tomorrow, shortly before a scheduled summit of all 15 EU leaders.
