Iraqi leader Saddam Hussein has refused to officially send his condolences to the US administration following the September 11 terrorist attacks, it emerged today.

Letters containing words of Iraqi grief over the attacks have previously been given to US activists and personalities opposed to UN sanctions imposed on Iraq since its 1990 invasion of Kuwait and the subsequent Gulf War.
