US embassy guards and Slovene riot police briefly scuffled with Greenpeace activists today shortly before the arrival of US President George W. Bush and Russian President Vladimir Putin in Ljubljana for their first meeting.

Twenty-two people were arrested after the incident, according to police spokesman Miran Koren.
