Payback scheme for young offenders launched in Britain

Young offenders will be made to pay back the damage they do to communities under a scheme being launched by British Prime Minister Tony Blair.

Under the Community Payback Scheme, youngsters who commit crimes such as vandalism will be required to do work which compensates the community they have harmed and brings home to them the seriousness of their actions.
