RUSSIAN President Vladimir Putin wants the nuclear waste the rest of the world shuns, hoping for a financial bonanza — and US president George W Bush wants to help.

The two countries will announce as part of the coming G-8 summit that they will begin negotiations on a civilian nuclear agreement that would clear the way for Mr Putin to achieve one of his top energy goals: to expand Russia’s power reactors and use its vast territory as a storehouse for the world’s used reactor fuel.

The US has opposed negotiating a civilian nuclear agreement with Russia, mainly because Russia has helped Iran develop its nuclear energy programme.
