THE European Union moved towards agreeing closer co-operation on defence at a summit of EU leaders in Brussels yesterday.

But tensions between Britain, France, Germany and the US continued to dominate the atmosphere during the defence talks.

The member States had been split between those who wanted to form their own military core and those who wanted a looser arrangement under the control of the EU, which in the end appeared to win out.
