Foreign ministers

EU foreign ministers will discuss the impact of last week’s Madrid bombings at a regular meeting on March 22, German Foreign Minister Joschka Fischer said yesterday.

“We’re having a meeting next Monday,” Fischer said.

A German official later confirmed the EU gathering was part of the regular monthly cycle of ministerial gatherings.

Fischer was to address the UN Human Rights Commission, where the impact of terror attacks and sweeping security powers on civil liberties were dominating the opening of the annual session.

“Freedom and security must always be kept in balance,” Fischer said.
