IT’S the city that never sleeps, famed for its hustle and bustle, but now the people of New York are being told to keep the noise down.

Under new proposals to cut noise in the Big Apple everything from dogs to air conditioning units will be monitored. Even ice cream vans will be ordered to turn off their jingles under the strict new rules proposed by Mayor Michael Bloomberg.
