Hurdles cleared on EU make-up

TWO sizable hurdles were cleared yesterday in the battle to get agreement among all 25 member states on the EU Constitution.

Foreign ministers held their first formal discussions on the draft constitution since negotiations broke down last December and reached broad agreement on team presidencies and budget decisions.

A number of ministers urged caution before they went into the meeting.
