Security alert in Rome

STREETS in the centre of Rome were closed off to traffic and thousands of policemen were on patrol yesterday as part of massive security measures ahead of the signing of the European Union’s proposed constitution.

The ceremony takes place this morning on the Capitoline Hill in the heart of Rome.
