Moran had been training with Jim Crawford's U21 squad who are preparing for their upcoming UEFA U21 Euro qualifiers when they face Norway in Drammen on Friday November 17 and then home clash against Italy at Turner's Cross in Cork on Tuesday November 21.
Injury in the game against Latvia meant that Moran was not able to join up with the senior squad against Gibraltar.
The Dubliner has overcome the injury and has starred in midfield for Blackburn Rovers where he is currently on loan from Brighton and Hove Albion until the end of the season.
