A string of brilliant saves from Dean Delaney and an own goal earned bottom-of-the-table Waterford - who played from the 35th minute with 10 men - an unlikely point today.
Fahrudin Kuduzovic gave new Sligo boss Paul Cook the perfect start to his career at the Showgrounds with the lead goal after just three minutes.
Blues failed to clear Jason McCartney's ball into their box and Kuduzovic blasted to the roof of the net from six yards.
It got worse for Blues on 35 minutes when midfielder Ray Scully was sent off for a second booking for a foul on Keith Foy.
But Blues battled back in the second half and levelled on 71 minutes when Rovers skipper Jamie McKenzie put through his own goal from a ricochet after Kenny Browne's shot was parried by keeper Richard Brush. It was McKenzie's second own goal in a week.
Blues keeper Delaney then came into his own over the last 10 minutes or so with sublime stops from Rafael Cretaro, Chris Turner and Keith Foy.
