Waterford remain two points adrift at the foot of the table despite a spirited display at the Showgrounds.
Sligoman Alan Cawley almost put Waterford in front on 19 minutes when he robbed the ball off Rovers’ Conor O’Grady, and though John O’Hara failed to hold the shot, the ball trickled out for a corner.
Sligo's best opening of the first half came in stoppage time when Adam Hughes released Paul McTiernan who fed Darren Mansaram but his shot lacked venom and was easily gathered by Ben Spicer.
Waterford dominated the second half but couldn’t find a way past O'Hara.
James Chambers’ chip was tipped over by the Rovers' keeper on 51 minutes while Ger McCarthy volleyed over the bar ten minutes later.
