Waterford came from behind to earn their Premier Division salvation as Rovers must take their chances in the play-off.
Roared on by a vociferous crowd, Rovers got the start they wanted with the lead after 16 minutes.
Tony Sheridan’s corner was knocked down by Gavin McDonnell and Willo McDonagh spun to turn the ball home.
Blues stormed back into the match in the second half and won it with a brace of goals inside six minutes.
Paul Crowley levelled on 63 minutes when punishing a defensive blunder.
Kevin Waters’ free-kick then took a wicked deflection off a defender for the winner.
