Fowler returns for City
Robbie Fowler returns to the Manchester City team for the FA Cup fourth round tie with Tottenham after recovering from a knee problem.
He partners Nicolas Anelka up front with Jon Macken having to settle for a place on the bench.
Antoine Sibierski is again preferred to Steve McManaman, while goalkeeper Kevin Ellegaard replaced the cup-tied David James.
With Gus Poyet suspended, former City midfielder Michael Brown retains his place in the Tottenham team.
The tie is a repeat of the 1981 final, which Spurs won after a thrilling replay.
