Waterford moved back up to second in the table as they came form behind to win this thriller with a late, late penalty.
Cork had the better of the first half and deservedly took the lead on 36 minutes when Colin T O'Brien slid the ball home after Blues' skipper John Frost headed a George O'Callaghan shot off the line.
Blues battled back late on and levelled on 79 mintues when teenager PJ Banville headed home Ger McLoughlin's cross.
Dublin referee Paul McKeon then penalised Alan Carey for handball on 88 minutes and Vinny Sullivan blasted home the spot kick.
