Jason Roberts scored the only goal as West Brom put aside their off-field problems to beat their Third Division opponents.
The Baggies kept up their 100% record on their tour of the West Country, but played poorly and the home side were unlucky not to take something from the game.
Roberts had a spell on loan at Plainmoor earlier in his career, and his return yielded his third goal in four pre-season games.
He raced through in the 28th minute as the Gulls defence stood still waiting for an offside that never came, tucking a shot past Kevin Dearden.
One of the few bright spots for Albion was the performance of Ronnie Wallwork, who was undoubtedly his team’s best player on the day.
Torquay almost equalised at the death when substitute Lucas Burgess’ lob floated just over the crossbar.
