According to new BHA guidelines, racecourse stewards have to investigate when a jockey is found to have used his whip 13 times or more after the second last obstacle.

Noel got into hot water after he had won a handicap hurdle on a mare of Charlie Mann’s called How’s Business. There probably isn’t much argument that he hit her 18 times after two out, in the space of about three furlongs or so.
