The relentless spending on inter-county teams can be slowed down if Congress supports Clontarf GAA’s motion to reframe the season, says Dr Noel McCaffrey.

The former Dublin footballer’s club are proposing players line out for their clubs in at least four league matches to be eligible to play inter-county championship.
