Liam Sheedy believes the GAA continues to shoot itself in the foot with last-minute, reactive decision-making rather than taking a proactive approach to contentious issues. 

The two-time All-Ireland winning Tipperary manager could see Brian Cody leading a taskforce for hurling similar to the one Jim Gavin is piloting for football. But rather than tweak the rules of hurling, the group would be charged with nailing down a better schedule and structure for the sport.
