Monaghan senior football manager Seamus McEnaney believes that the GAA's new disciplinary rules are 'anti-Ulster' and that the GAA should not experiment for the sake of experimenting.

"It would hurt a lot of teams, but there are a lot of people out there feel that they are targeted towards Ulster, and you definitely couldn't disagree with that fact," McEnaney stated.
