Munster champions Tipperary have made two changes from the side that scored a facile semi-final win over Down for Saturday's All-Ireland U21 final against Kilkenny at Nowlan Park.

Toomevara's Francis Devanney and Killenaule's Michael Farrell, who both missed the semi-final with injury, return and take their places at left half and corner-forward respectively.

Pat Shortt, who was away for the semi-final, is listed on the bench.
