Ross Brawn believes Formula One supremo Bernie Ecclestone should take the blame if the proposed new qualifying system does not work.

Further changes are due to be implemented from the British Grand Prix onwards, with the current one-flying-lap format ditched in favour of two 25-minute free-for-all sessions where an aggregate time is taken.
