Johnny Herbert says Jaguar have wasted the whole of last year.
Herbert, who used to race for the team, was surprised to see Eddie Irvine and Pedro de la Rosa so far down the grid in Melbourne.
Irvine qualified in 19th for the Australian Grand Prix, with De la Rosa one place behind in 20th.
And although Irvine finished fourth in the race, Herbert believes the team have an enormous amount of work to do.
Herbert said: "I think it shows the work that was done last year was an absolute waste of time.
"They've made no progress - in fact they've made it even worse, which I find strange.
"It's down to Eddie and the team to work together, but it doesn't seem as though they've had a conversation.
"It's just ridiculously bad considering the resources that they have compared to Minardi - yet Minardi aren't too far behind at all."
