A scheme proposing that children have free access to books and enhanced supports for early learning programmes will form a central part of a government campaign to boost family learning.

This extension of opportunity cannot but be welcomed even if experience shows it may be best to wait until the scheme is well-established, and funded repeatedly, to open the champagne.
