It would not be surprising if Finance Minister Paschal Donohoe secretly wished that yesterday’s news that the Government can expect an unanticipated €1bn corporation tax windfall later this year was not announced until after the budget had been finalised, announced, and rubber-stamped.

An unexpected €1bn will encourage his Cabinet colleagues to hope that applications for funding already dismissed might now be revived.
