Once their activists have been familiarised with the contents of the statement, it will be put into the public domain, where it can be assessed on its merits.

Publication of the document will put into relief the criticism made by both governments that the IRA fell short on giving a commitment, even if only by a word, to endorsing the spirit and letter of the Good Friday Agreement.
