Licensing proposals - Cafe culture is a welcome introduction

IT was unlikely that publicans would look forward with enthusiasm to the proposals about new licences announced yesterday by Justice Minister Michael McDowell, but if they help to curtail alcohol-related problems they will be welcome.

The minister said the Government intends to create a new cafe-bar licence as one of new proposals to be included in the Intoxicating Liquor Bill.

This will also streamline the current licensing laws, which are long overdue for an overhaul, although the bill will not suggest any major changes in opening hours.
