How credible is FF’s submission?

FIANNA FÁIL found itself in an unusual place yesterday — launching a pre-budget submission.

The Government gets to frame the budget; the Opposition merely gets to make suggestions as to what should be in it, and the last time Fianna Fáil was in opposition ahead of a budget was in January 1997.
