During my employment with an international organisation one of my duties was to review “Board of Enquiry” reports.

My responsibilities were to ensure the report conformed to our “Rule, Regulations, Policies and Procedures” and in addition dealt with the “core issues”. If the O’Higgins Report landed on my desk I would have returned it as in my opinion the report failed to deal with the “core issues”.

It is unfortunate in Ireland it seems the old “British colonial procedures” still exist when it comes to judiciary — “they are above question”.
