Those talks were started by Rabin.

In 1999, historian Daniel Pipes did an exposé on talks between Israel and Syria, under Benjamin Netanyahu.

Then, Israeli Cabinet secretary, Danny Naveh, openly replied to Pipes, confirming the talks.

According to Pipes, Netanyahu started those talks.

Bill Clinton, in his book, My Life (pp. 883-8) documents Ehud Barak’s willingness to return Golan Heights to Syria, for peace.

This report was denied by Netanyahu’s office, but confirmed by the state department.
